Plumbing Guidelines for Working on Flood Affected Properties

These guidelines outline important points to consider when performing repair work on flood damaged properties. Following this checklist will help ensure the health and safety of homeowners and tradespersons.

 

1. Power and gas connections

 

 

The first priority after a flood should be to isolate any gas, even before conducting any power checks. Gas leaks can be extremely dangerous and a licensed gasfitter should be engaged to check the property. Before power is returned, a licensed electrician should assess and test all electrical devices (this may include gas stoves, some hot water systems and pumps).

 

2. Water supply

 

 

It is important that the water supply to a property is checked by a licensed plumber. Potable water is not only important for drinking but is also essential for sanitary purposes such as washing hands and showering whilst working on a flood affected property.

 

3. Water tanks

 

 

If a house is connected to a water tank that has been inundated, the water tank must be checked for water quality and appropriate action taken if contaminated. The tank pad/base may have been eroded during flooding and therefore should be assessed as it may be unstable or place undue pressure on connecting pipes. Mosquito and vermin proofing screens on water tanks should be checked and replaced if damaged or missing.

 

4. Sewerage system

 

 

Checks should be made by a licensed plumber to ensure correct operation. If sewerage is surcharging, a plumber should be contacted immediately. Once flood water has receded, water levels in plumbing fixtures and other drainage points may remain high. Contact a licensed plumber immediately. A drainage plan for the property may be useful in ensuring the complete system is checked.

 

5. Asbestos

 

 

Avoid handling materials suspected of containing asbestos. If over 10m2 of asbestos needs to be removed from a property, the asbestos must be removed by a person who holds an Asbestos Removal License. Keep the materials wet and covered in plastic. Do not place asbestos material on the kerb for collection. Keep it separate from other waste and contact your local council to organise collection.

 

6. Roofs, gutters and storm water drainage

 

 


Check for debris and other foreign matter on roof, in gutters and in drains.
Ensure drains are not blocked with silt.

 

7. Gas

 

 

If gas appliances have been inundated, a licensed gasfitter should ensure that burners,

 

flues and gas jets are clean and that flame characteristics appear correct. Consider condensate drains on balanced flue hot water systems which may be blocked. If a constant ignition noise is present on a gas appliance, isolate the power and allow the appliance to dry out.

 

8. Local regulatory requirements

 

 

Plumbers are required to adhere to regulations and may have to submit paperwork to local councils. An inspection by the local council may be required for some work.

 

 

All repairs and rectification work must be performed to meet local regulations and Australian Standards. Plumbing contractors should:

 

  1. Photograph and record the condition of damage before beginning any repairs.
  2. All mud, dirt and silt should be removed prior to repairs commencing.
